Summer Consultants analyzed HVAC, energy, and water conservation opportunities as part of a Master Plan Study for the McNamara Headquarters Complex at Ft. Belvoir, Virginia. The 1.22 million SF complex houses the Defense Logistics Agency (DLA) – the Department of Defense’s largest combat logistics support agency – and a Child Development Center. The Master Plan Study developed programs over seven years to address repair and maintenance requirements as well as building system modernizations and modifications to improve energy performance.

  • The HVAC study investigated the system’s equipment, documenting performance observations in a Testing and Balancing (TAB) Report and scheduling equipment replacements as part of the Master Plan. The HVAC study also conducted thermal imaging of the building’s exterior walls and roof for air leakage.
  • Energy use savings of 32.7% were identified by Summer Consultants in the energy study, exceeding the 30% threshold required in the project’s scope.
  • The water conservation study identified water savings of 12,700,000 gallons annually by replacing plumbing fixtures with low-flow fixtures.

Based on recommendations in the Energy Study, Summer Consultants designed follow-on projects to replace the roof and upgrade the boilers, chiller plant, and building controls. These projects selected by DLA will result in energy savings of 18.2%. When combined with lighting Energy Conservation Measures (ECMs) self-performed by DLA, total energy savings are 21.5% or two-thirds of the Energy Study’s total recommended projected savings of 32.7%.
